Rationale and Objectives
The Workshop “Introduction of Joint Communication and Sensing/Integrated Sensing and Communication in the networks” will take place on the morning of the 18th September 2026, organized by NetworldEurope and CCSA. The hybrid event will have 2 components, one onsite in Shanghai and the other online, with the respective zoom link available upon registration. The workshop aims to provide an open information space to share current and future views about the introduction of Joint Communication and Sensing in the networks, and how this theme is being addressed by different stakeholders. Two different discussion panels are organized, addressing challenges and evolution, new use cases and technology trends as well as standardization and next step industry developments related to JCAS/ISAC.
The workshop will feature key speakers from industry and academia, representing the views of manufacturers, operators, industry bodies, and research scientists.

Prof. Rui L Aguiar, Chair of the Steering Board of the NetworldEurope European Technology Platform, has been involved in research and strategic research management since 1988, having been involved (in multiple positions) in all European-funded framework programs. He was involved in the development of the NetworldEurope initiative, and the launch of the 5G-Infrastructure Association PPP, and has led the association before. He has been an IEEE Distinguished Lecturer on 5G in the last years, and has several hundred papers on communication networks and services. He is also the co-chair of the Networks and Multimedia area at Instituto de Telecomunicações, a Portuguese state-associated laboratory, and a Full Professor at Universidade de Aveiro.
Mr. WEN, Ku Board Chairman of China Communications Standardization Association (CCSA), Professor of Engineering. He is entitled to the special government allowance of The State Council. He used to take positions in succession as Deputy Chief Engineer of Posts and Telecommunications Administration, Director of Data Communication Administration of Shandong Province, Deputy Director General of the Department of Science and Technology of the Ministry of Posts and Telecommunications, Deputy Director General of the Department of Science and Technology, Deputy Director General of the Telecommunications Administration, Director General of the Department of Science and Technology of the Ministry of Information Industry, Director General of the Department of Science and Technology, Director General of the Department of Information and Communication Development and News Spokesman of the Ministry of Industryand Information Technology.
Mr. Jyrki Huusko, vice-chair of NetworldEurope’s Expert Advisory Group has been involved in telecommunication and network research and research management over 20 years. He is research team leader at VTT Ltd, leading the 5G and Beyond Networks research team focusing especially on mission-critical networks and intelligent network resource management for future wireless and wired networks. He has been with VTT since 1998 in telecommunication research having several different positions in research and research management. Jyrki Huusko has contributed on several EU and national research roadmap and technology foresight whitepaper working groups on mobile network technologies, IoT and media & content distribution, as well as on research program definitions.He is also involved in 5G IA (6G IA) and its working group such as Trials WG where he is acting as a stream champion for smart city related trials.
Mr. Zhao, Shizhuo, Senior Engineer, graduated from Beijing university of Posts and Telecommunications (BUPT). He took positions in succession as engineer, senior engineer in China Academy of Telecommunications Research and Project Manager in Technology Department in China Communications Standards Association (CCSA). Now, he is the Director in International Standardization Department in CCSA.
Dr. Wen Tong is the CTO, Huawei Wireless, he is the chief scientist for Huawei 5G/6G. He is a Huawei Fellow and an IEEE Fellow. Prior to joining Huawei in 2009, Dr. Tong was the Nortel Fellow and head of the Network Technology Labs at Nortel. He joined the Wireless Technology Labs at Bell Northern Research in 1995 in Canada. For the past three decades, he had pioneered fundamental technologies from 1G to 6G wireless and WiFi. His current research focus is AI-Wireless. He is a Fellow of Canadian Academy of Engineering, and a Fellow Royal Society of Canada.
Ms. Du Ying is a Senior Engineer at the China Academy of Information and Communications Technology (CAICT). She currently serves as the Deputy Director of the Institute of Wireless and Mobile Communications. She has long been engaged in technical research and international standardization in the mobile information field, including 6G/5G/4G. Now she serves as the Secretary-General of the IMT‑2030 (6G) Promotion Group.
Mr. Mika Rantakokko is Lead Connectivity Systems at VTT Technical Research Centre of Finland. He is working with next-generation wireless systems and 6G, being a strong advocate of Integrated Sensing and Communications (ISAC) as a transformative capability for future 6G networks. His work spans R&D, piloting, ecosystem building, and international collaboration, with a particular focus on leveraging ISAC to enhance situational awareness, digital resilience, industrial efficiency, and security applications.
Ms Yin Gao is the Standard Director at ZTE Corporation, former Chair of 3GPP RAN3 (2021-2025), and expert at the State Key Laboratory of Mobile Network and Mobile Multimedia Technology. Led and participated in multiple national major projects, engaged in 3G/4G/5G/6G wireless networks technologies research and standardization in SDOs, e.g., 3GPP, CCSA, IMT2020/2030, NGMN, IEEE. Initiated and completed multiple international and domestic standardization projects, served as rapporteur for various international and domestic standards, technical reports, and industry standards.
Dr. Xin GUI is a senior researcher at China Mobile Communications Co., Ltd. Research Institute (CMRI). He works as an advanced expert and project manager for the 6G Integrated Sensing and Communication (ISAC) pre‑research group, with over 10 years of experience in wireless communications research and standardization spanning cooperative communications, MIMO and ISAC.
Dr. Mingyang ZHAO, Wireless Technology Expert at China Unicom Research Institute. He engages in 3GPP standardization and research on emerging 6G technologies. His work covers 5G-A/6G integrated sensing and communication and other cutting-edge 6G technologies. Representing China Unicom, he is deeply involved in standardization activities across 3GPP, ITU and CCSA, and leads the development of multiple international and industry standards.
Dr. Sebastian Robitzsch is a Senior R&I Manager at InterDigital Europe Ltd with 18 years of experience in telecommunications research, technology development and standardisation. He leads the proof-of-concept activities for InterDigital’s engagement within the European ecosystem and contributes to ETSI, IETF, 3GPP and ITU-T initiatives, with a particular focus on Integrated Sensing and Communication (ISAC) and Agentic AI. Sebastian has authored more than 30 peer-reviewed publications and 45 patent applications and is an IEEE Senior Member. He holds a Ph.D. from University College Dublin.
