Rationale and Objectives

MWC2024 “Enablement for Connected Vehicles Workshop” took place on the morning of the 28th February 2024, organized by NetworldEurope and CCSA. The event had 2 components, online using the zoom access details and an onsite component with a very limited number of seats available.

The workshop aimed to provide an open information space to share current and future views about the connected vehicles, and how this theme is being addressed by different stakeholders. Two different discussion panels were organized, addressing challenges and evolution, new use cases and technology trends as well as standardization and next step industry developments related to Connected Vehicles.

The workshop featured key speakers from industry and academia, representing the views of manufacturers, operators, industry bodies, and research scientists.

Prof. Rui L Aguiar, Chair of the Steering Board of the NetworldEurope European Technology Platform, has been involved in research and strategic research management since 1988, having been involved (in multiple positions) in all European-funded framework programs.   He was involved in the development of the NetworldEurope initiative, and the launch of the 5G-Infrastructure Association PPP, and has led the association before. He has been an IEEE Distinguished Lecturer on 5G in the last years, and has several hundred papers on communication networks and services. He is also the co-chair of the Networks and Multimedia area at Instituto de Telecomunicações, a Portuguese state-associated laboratory, and a Full Professor at Universidade de Aveiro.

Mr. WENKu  Board Chairman of China Communications Standardization Association (CCSA), Professor of Engineering. He is entitled to the special government allowance of The State Council. He used to take positions in succession as Deputy Chief Engineer of Posts and Telecommunications Administration, Director of Data Communication Administration of Shandong Province, Deputy Director General of the Department of Science and Technology of the Ministry of Posts and Telecommunications, Deputy Director General of the Department of Science and Technology, Deputy Director General of the Telecommunications Administration, Director General of the Department of Science and Technology of the Ministry of Information Industry, Director General of the Department of Science and Technology, Director General of the Department of Information and Communication Development and News Spokesman of the Ministry of Industry and Information Technology.

Dr. Shanzhi CHEN  is the CTO and Executive VP of R&D, China Information and Communication Technology Group Co., Ltd. (CICT) IEEE Fellow. He received the Bachelor degree from Xidian University in 1991 and the Ph.D. degree from Beijing University of Posts and Telecommunications in 1997. He joined Datang Telecom Group and China Academy of Telecommunication Technology in 1994, and served as EVP R&D from 2008 to 2018. Now, Dr. CHEN is the EVP R&D and CTO of China Information and Communication Technology Group Co., Ltd., the director of State Key Laboratory of Wireless Mobile Communications, the director of National Engineering Research Center of Mobile Communications and V2X Communications, and the board director of SMIC.
Dr. CHEN has over 25 years of professional experience in the field of ICT and has won multiple top awards by the Chinese Central Government, especially, the Grand Prize of the State Scientific and Technological Progress Awards of China in 2016.
Dr. CHEN is a Fellow of IEEE, China Institute of Electronics, China Institute of Communications (CIC) and Chair of C-V2X Steering Committee of CIC. He is the Area Editor of IEEE Internet of Things Journal, and the Editor of IEEE Network and of China Communications. His current research interests include B5G and 6G mobile communications, Vehicular Communication Networks (V2X), and Integrated Terrestrial-Satellite Communication.

Joost Vantomme is the CEO ERTICO – ITS Europe. He is a Belgian national with 30 years of experience in legal and regulatory policy affairs combined with a strong track in strategy and project management. He served as legal and regulatory affairs director with incumbent operators in the telecommunications, postal, eCommerce/logistics and automotive sectors. He had leading policy-making roles in European associations such as PostEurop, FEDMA, and ACEA as well as at the United Nations level (UPU). Joost has also been a member of the cabinet of the Belgian Minister of Economy and director at Hill+Knowlton Strategies, an EU consultancy firm.
Before joining ERTICO in January 2022 as Chief Executive Officer, he was the Smart Mobility Director of ACEA for over five years. Joost held positions as chair of the Strategy Committee of ERTICO-ITS Europe as well as a member of its Supervisory Board. He serves also as a member of the Board and Vice President of the Mobility as a Service (MaaS) Alliance.
As a frequent speaker at conferences and author of papers, he engages with stakeholders on European and international policy issues and research and innovation project management issues in mobility and digital agenda context.
Fluent in Dutch, French, English and German, Joost holds a Master’s Degree in Economic Business Law, a Master’s Degree in law and a Diploma in Teaching Law (Universities of Leuven, Poitiers and Louvain-la-Neuve). He gained additional education in the economic, business and management areas.

Yang Lei,Chairman&CEO of Jiangsu Tianan Smart Science&Technology Co., Ltd.
Formerly served as the CEO of the A-share listed company Miracle Automation (SZSE: 002009) for over a decade, Chairman Yang Lei is a professor-level senior engineer, recipient of special allowances from the State Council, and selected for the National Hundreds and Thousands of Talents Project. He is recognized as a young expert with outstanding contributions at the national level and is designated as the first-level talent in Jiangsu Province’s 333 Project.

Dr. Flament represents 5GAA, the global cross-industry association for the development of connected and automated cars, where he works as Chief Technology Officer since April 2018. Maxime was working previously as Head of Department for Connected & Automated Driving (CAD) at ERTICO – ITS Europe, the European association promoting research and deployment on Intelligent Transportation Systems. For 15 years, he has been a leading contributor to many European activities on road safety, connected vehicles, automated driving, large-scale pilots, and digital mapping. Maxime holds a Ph.D. E.E. (2002) and M.Sc. E.E. (1997) from Chalmers Technical University, Sweden. He also holds an “Ingénieur Civil” degree from the Free university of Brussels (1997). In 2001, he was visiting researcher at Stanford University, CA, USA.

Dr. Yuming Ge is the Director of China Academy of Information and Communications Technology (CAICT), MIIT. He is also the leader of C-V2X Working Group of IMT-2020 (5G) Promotion Group, the leader of V2X WG of CCSA TC10 (SAC/TC485/TC10), the committee member of Intelligent Connected Vehicle committee, the Expert of UN/WP.29 GRVA, the Expert of Sino-Germany CAV Advisory Group, the Expert of Sino-Germany Industrial Internet Advisory Group also the Co-Chair of AIOTA TG of Industry IoT Consortium.
Dr. Yuming Ge received his Bachelor degree in Beijing University of Posts and Telecommunications in 2007 and Ph.D. degree in Institute of Computing Technology, Chinese Academy of Sciences in 2013. He is the visiting scholar of Fraunhofer-Institut für Offene Kommunikations systeme (FOCUS) from Oct. 2009 to Oct. 2010, and the visiting scholar of University of Michigan from Dec. 2016 to Mar. 2017.
Dr. Yuming GE has over 10 years of professional experience in the field of Connected and Automated Vehicles, especially interested in topics related to C-V2X communication, data analysis and vehicular applications.

Dr. Manabu Tsukada is currently an associate professor at the Graduate School of Information Science and Technology, the University of Tokyo, Japan. He is also a designated associate professor at the Center for Embedded Computing Systems, Nagoya University, Japan. And He is a visiting professor at Aalto University from February 2021 to November 2021. He received his B.S. and M.S degrees from Keio University, Japan, in 2005 and 2007, respectively. He worked in IMARA Team, Inria, France, during his Ph.D. course and obtained his Ph.D. degree from Centre de Robotique, Mines ParisTech, France, in 2011. During his pre and postdoc research stages, he has participated in a multitude of international projects in the networked ITS area, such as GeoNet, ITSSv6, SCORE@F, CVIS, Nautilus6, or ANEMONE. He served as a board member of the WIDE Project 2014-2022. His research interests are mobility support for the next-generation Internet (IPv6), Internet audio-visual media, and communications for intelligent vehicles.

Mr. Xuemin Wang is the Vice President of Huawei European Research Institute and Director of Huawei Europe Standardization & Industry Dept.
Mr. Xuemin Wang, joined in Huawei in 1995, served as Project Manager of Huawei B-Type Circuit Switching product, Vice General Manager of Product Testing Department, Vice General Manager of General Technical Management Office, Director of Standardization & Industry Dept, etc. Currently served as the Vice President of European Research Institute and also the Director of Europe Standardization & Industry Development Dept, responsible for implementing standard and industry strategy for European regions.
Also served as IIC Steering Committee member China Electronics Standardization Association (CESA) Vice Chair of Board of Director, CCSA board member, etc., for the aim of building nice communication channels with external organizations, partners and customers in the multi-level standardization and industry development environment.

Dr. Giovanni Geraci is a Principal Research Scientist at Telefonica, an Associate Professor at UPF Barcelona, and serves as an IEEE Distinguished Lecturer. He was previously with Nokia Bell Labs and holds a dozen patents on wireless technologies. He received the IEEE Communications Theory Technical Committee Early Achievement Award (2023), the IEEE ComSoc EMEA Outstanding Young Researcher Award (2018), and Best Paper Awards at IEEE Globecom (2022) and PIMRC (2019).

Dr. Yuemin CAI, Vice Chief Engineer of CICT Mobile
Dr. Yuemin CAI got his Ph.D. from Peking University in 1997, majored in Mobile Communication.
Dr. CAI has over 20 years of professional experience in the field of ICT. Along with the developing path from 2G to 5G, he kept devoting in the technology research, system equipment design and development, and networking of mobile communication systems. Now he is focusing on technology and product innovation of 5G and its evolution.
Dr. Yuemin CAI is the Senior member of CIC,Committee member of Communication Equipment Manufacturing Society and Energy Internet Society.
